Short answer: SEO matters more, because it comes first. AI answer engines retrieve pages from search indexes, so a page that is not crawlable and indexed cannot become an answer. AEO (answer engine optimization) then decides whether an indexed page is picked as the answer. Treat AEO as the layer on top of SEO, not a replacement.

SEO optimizes for being chosen from a list. AEO optimizes for being chosen as the one thing said.
Why does AEO depend on SEO?
Because of how answer engines work. Google AI Overviews are part of Google Search; Google says a page must be indexed and eligible to show a snippet to appear as a supporting link. ChatGPT search builds on OpenAI's search index, fed by OAI-SearchBot. Perplexity uses its own index built by PerplexityBot. In every case, the engine searches first and writes second.
That means the classic failures still end the story early: a noindex left on after a redesign, a canonical pointing to the wrong URL, a robots.txt that blocks the crawler, or content that only appears after JavaScript runs. None of these is an AEO problem, and no AEO work fixes them.
What does AEO add on top?
Once a page is found, AEO decides whether it is used. The practical rules are consistent across engines:
- Answer first. Put a direct, two or three sentence answer at the top, before context and caveats.
- One question per section. Use question-style headings and answer each fully within the section.
- Self-contained passages. Name the subject in each key paragraph so it makes sense when quoted alone.
- Specific facts. Numbers, names, dates and definitions are quotable; general enthusiasm is not.
- Structure machines can read. Tables for comparisons, lists for steps, and structured data that matches the visible content.
These are also good writing rules. Readers skim the same way engines extract.
Does structured data count as SEO or AEO?
Both. Schema markup like Organization, Product, Article and BreadcrumbList helps search engines understand a page, which is SEO. It also makes facts explicit, which helps an engine match and trust them, which is AEO. Two cautions: Google reduced FAQ and HowTo rich results in 2023, so do not add those expecting a visual feature, and never mark up content that is not visible on the page.
Which should a business work on first?
In this order:

- On-page SEO: clear titles and headings that state what the page is about.
- AEO on your most important pages: answer-first openings, question headings, quotable passages.
- Measurement: check who is cited for your key questions, and repeat after changes.
